Where does the posted speed take effect? is it immediate, where the sign is, or is there a distance to slow?

In Colorado, does the speed take effect when you first SEE the sign, or when you actually reach the sign? or is there a certain distance that is allowed to reach that speed after you reach the sign?

WHERE COULD I FIND THE WRITTEN LAW ON THIS?
