  1. Andy Warhol said it and after it got overly quoted by everybody,  he  said "I'm bored with that line. I never use it anymore. My new line is "In 15 minutes everybody will be famous."

  4. The quote is from the pop artist Andy Warhol.  He was evidently making an ironic comment on the nature of celebrity as generated by the modern media.  

    I think he was saying that the media discover someone, pay enormous attention to them for 15 minutes, then suddenly drop them and move on to the next instant celebrity.

    The Wikipedia article below explains it pretty well, I think, although I don't trust Wikipedia on every subject.
