from my side U.P is best option but U.P is already crowded with so many sugar mills

as in case of Sugar mills -labour is big problem ,raw amterial sourcing at resonable cost and market for ur product

as many sugar companies failed to  brand thier sugar.. and many of them  trying hard and even govt is trying to diturb the market with thier own set of rules and regulations..

u can set up sugar mill and extract ethanol ansd then sell to  companies in bio-diesal manufacutring ..

u nned to study the market pattern before jumping over anything.. .
