Where in NY state will they let a 13 year old get a monroe piercing without parental consent?

or a nose piercing. I know it's probably more likely that I find somewhere that will pierce my nose, but that's my fallback option if I really can't find a place that I can get a monroe. I just don't want to do it myself.
