  1. The answer given by Randy B is fairly accurate.  If you have a 50 cm long, hardened steel bar, 1.5 cm thick with a flattened end, you own a device suitable for forcing open the locks of homes, apartments, stores, garages etc.

    In some circumstances having such an item in your possession could get you charged with having burglar tools, but I just described a tire iron, and every car has one.

    If you really just want to play with things inside your own home you can order them online, usually from USA, or, you can make your own, using instructions available on-line.

  2. Unless you have the appropriate training it's illegal to own lock picks in Canada.  If you have the training then you should already know where to get some.
