+971 is UAE's country code but the number you gave is +917 which if you research if for New York City.

But if you mistakenly type the numbers and you are certain that the holder of that number is form dubai it is a number seriees for mobile phone, etisalat to be specific.... so he could be anywhere across UAE since it is a mobile number series.

I think there maybe a mistakes in the number. if you are asking for the location of this number here in UAE it should be [phone] and not +917.

but if you mean [phone], its in Al Qaiwain one of the seven emirates in UAE and the number or the sim card is owned by a lady.
