pretty much anywhere , just because he is a convicted felon doesnt mean he cant go where ever he wants.

If he was in prison - then its possible he is on probation or parol, if thats true then its public record to what city he reports for probation or parole- so if you want a place to start looking - go down to the court and see what kind of record he has left behind, you can also reasearch this online through released cases , although im not familiar with va's online info. Once you find out what area he went to - then you can possibley track him from there through public phone records or even bills or property owned. heres a link to the va courts to start with:
