I"m not sure exactly what you mean by "action figures" or sculpturing (do you mean things like "garage sculpting"?), but you might check out Garie Sim's store in Singapore for his adult and children's classes... or just ask him where to go to find what you want.

maybe there's a video on youtube.  Look up industrial design schools.  They usually have industrial design modeling courses, like for car design, toy design and product designs.
