It would likely depend if you are asking number of species or number of individual insects and the time of year.  But deserts have fewer insects due to the lack of water.  The Mojave is pretty insect free compared to anywhere in the east or Alaska.

West Virginia has the fewest species of mosquitos (26). Texas has the most species (85) of mosquitos. It probably depends on each insect.
