Where in the world has the best racing setup?

Depends on what you mean by "the best racing set up".  Are you talking about facilities or sheer numbers?

Japan has excellent facilities, including a covered work gallop where horses can continue to exercise even if there is several feet of snow outside.

From what I hear, Hong Kong and Dubai also have very good facilities, but I cannot comment on Australia as I have never seen what they have to offer.

I am though, naturally, biased and have to say that Great Britain, and most specifically Newmarket is the home of the thoroughbred and you will find no better historical significance, or sheer concentration of horses and facilities, anywhere else in the world.
