  4. I think UV indexes change throughout the day,  every day in every city.

    The UV index depends on many factors:

    1) time of the day (noon is the worst)

    2) time of the year (summer is the worst)

    3) Latitude (the closer to the Equator the worse)

    4) altitude (the higher the worse because there is less atmosphere to absorb the rays)

    5) weather conditions (clouds partially block UV rays)

    6) thickness of the ozone layer (ozone blocks UV rays). The layer has been thinning due to the presence of some chemicals (coming only from humans)

    I believe you can get current UV indexes info from the National weather service (noaa.gov). I daresay Alaska has the lowest UV indexes.

    I know the Southern Hemisphere has higher UV indexes (particularly Antarctica, New Zealand and Australia)

  6. No idea which country you are in, but scotland comes with a low UV index.  I imagine it is calculated by how much cloud cover a particular area has, and its angle in respect to the sun and how much radiation it gets (ie albedo).

  8. I think the further away from the equater you go the lower the index, so perhaps Greenland or Iceland.

    In general, the UV index fluctuates in places.
