No matter how much we want to believe the Cold War is over, there are many who have always had doubt.  The EU, the French and the US seem to be the other key players who are being the most outspoken, though I believe the other countries are making diplomatic efforts through those agencies.  Frankly, some of them are frightened they may be the next Georgia.
