I would look for a restaurant that you could rent a room from rather than a banquet hall.   Like Twin Palms in Pasadena - they have a beautiful patio and the food is great.  The food might be pricey, but you can add the budget for the space rental to the food budget...

Would you also consider having it at a restaurant that could accomodate 50+ persons.  At least you don't need to pay for the room (some of these restaurants have private or semi private rooms to accomodate this many people), and the money can go towards the food?
