Use www.tripadvisor.com   There are over 1700 hotels to choose from.  This site will rank them by user reviews.  I've booked the Hotel de la Motte Picquet at 138 euros/night for our trip in September.  When you decide on the hotel, try booking it through the hotel.  Seems to be cheaper that way.

I liked the Hotel Magendie in the 13th when I stayed there for two weeks a few years ago.  The study abroad program still uses that hotel, and in fact they are there right now.  

The rate is usually around 85 euros or less per night.  It's very safe and comfortable enough.  Tripadvisor.com ranks it 210 out of over 1700 hotels in Paris.  Not bad for a comparatively cheap place.

I found apartments to be a much better deal than hotels in Paris.

I'm going to Paris too. And I booked to stay two weeks in Hotel Ermitage. It cost 780euro  for two people for two weeks which was the cheapest we could find
