I really would like to have a sweet sixteen at a hall or a club, but I need to find a place that is inexpensive and nice at the same time.

you should check out your local vfw hall or knights of columbus.  They usually rent out a party rooms reasonably prices.  This is what my sister had done. My mother had it catered by a local restaurant (and did some cooking herself) we all chipped in on decorating and then she hired a cool dj.  It was a blast and was done with a modest budget
