Where is a great and cheap place in LA to have a 21st birthday party, with 20-30 guests, and that allows 18+?

Hi I live in Los Angeles, and my 21st Birthday is on July 1st, its a Tuesday, so I'm looking for a good place to celebrate with my friends but alot of my friends are under 21, and about half are broke college students.... I'm looking for a cool venue (with full BAR!!!) that allows 18+ crowd, has good parking, is centrally located in L.A. and is $20 or less per guest (not counting drinks)...

I wanted to have a private party but the places I tried were like $2000.00 + Deposit, I'm looking for a place that will charge a small cover or no cover, but will profit 100% of what the bar makes... (between $500 - $700) which is alot, even for L.A. on a tuesday night....

anyone know a good spot, or any resturant owners looking for some extra money here in L.A.??? HELP less than 2 weeks to plan....

Well there is alot of good places in 3rd street promenade located near santa monica beach. There is also Saddle Ranch.
