There's a nice spot at 9th and Pennsylvania Avenue.  There's even a park bench you can relax while you are doing it.  If you are bored.  Smash your face up against the window and check out the bust of this fat dude in the lobby of the building.  I think his name is J. Edgar something.

Roosevelt Island.  (GW Parkway, westbound only, west of Memorial Bridge)--about ten miles of hiking trails, fairly private.

Great Falls Park--the main part of the park is often crowded, but it has many opportunities to get off the beaten path and find a riverfront place to picnic.

The Capitol Mall (at night)--patrolled by park police, so if you aren't too stupid about things, they'll leave you alone.

Gravelly Point Park (a cop will come by around 10pm to tell you the park closed, so go early)--park here and watch the planes land at Reagan.
