Yes, here in California we can no longer talk while driving unless we have a ear piece (not sure what that is called)

It's illegal in WA but they can't pull you over for just talking on your cell, you have to be violating an additional traffic code to be cited for the cell.

I'm not sure about Cali. but I know that in Illinois, if you are under the age of 18 it is illegal to talk on your cell while driving.

and in washington, if you get pulled over for ANYTHING and you were talking on your cell than you get double fined
