Michael Phelps father, Fred Phelps was a Maryland State Police officer and he and Debbie Phelps were divorced in 1994

He's been shown a few times but his parents are divorced so there never shown together.

My guess is, (as some of you have noted) that Phelps father left his wife  and moved to another state. He only keeps in touch with Mike a few times a year by e-mail, obviously there's not much communication going on between father and son. Why doesn't he come and watch his son own the olympics? beats me. lol. probably doesn't want to be embaressed.
