Where is my control panel?

im trying to figure out how to make my computer talk by typeing in wat it shuld say so i read the directions and it sed to click on control panel but idk wat that is

on your start menu on the bottom left corner

Start,right hand pane,Control panel.

But to use this capabilities you need a functional sound card and microfone, Windows already limited software in Start,Accesories,Accesibility but if you need a good software they have one that is it called Dragon Speaking something.
