The Acting President of ICC is Ray Mali. David Morgan the chairman of the England and Wales Cricket Board, will take over from him shortly and he will continue as ICC President till 2010.

Oh, ICC HQ. Its in Mumbai, India. BCCI owns ICC so it doesn't matter where ICC's HQ is.

What matters to cricket is where BCCI's HQ is ! :-)

It is currently located in Dubai, U.A.E. The former location was at the cradle of cricket itself - Lord's. However, with the shift of power towards South Asia most influentially India it was inevitable that the cricket HQ be moved to somewhere closer to Asia. My personal opinion is that it would have been better if the HQ were still at Lord's itself. However, even though the men in charge were interested in sticking to the old location the British govt. refused to accept a request by the ICC to exempt corporation tax. This was the main reason for the change of location.
