Where is the action tab to invite a friend?

If you are the owner or the privileged moderator it is on the left-hand side column of the main page of your group.

Go to the group homepage and click on the section that says "Invite" in the menu bar to the left side of the page.  When you click on that it will bring up a box that you can type in the person's Yahoo ID or their e-mail address to send out the invitations to the group.  You can only send about 100 per day.

you then do not have the priviledge to send invites and will need to contact the owner
