i think if you want that many you can just buy or hire a tank of helium, buy as many balloons as you desire and fill them yourself. could be easier and cheaper.

I would probably say EBay. If this isn't what you were thinking then go on something like google and then type in what you are looking to buy. Then click on the one you think or just try all of then till you find the cheapest out of them all! If you till can't find a cheep one then I'm sorry.
