Where is the best country(outside U.S.A) / city(U.S.A only) to study biology and its branches?

help, i need to go to a university, i want to take something that has a connection with biology, such as biotechnology, biochem, or genetic engineering, but where is the best place to study these things? ( not england please, and please help me find a low cost of living place.

    English speaking ,tuition fee cheaper than the us you can qualify for bursaries ,3 year intl degree ,new environment,low cost of living quite safe as long as you stay away from Manchester and  some parts of Birmingham ,try Brighton, Cardiff ,glamorgan etc .

  2. check mcgill university in montreal, quebec, canada. It is a highly reputed university and the city is amazing and super cheap.

  3. how can you find an american city out of america??? anywho..UCberkeley is good.they have good science courses and professors! It's basically they're specialty there.UCBerkely is a good and famous school for science.only thing is its in Northern california and its quite expensive to live here...
