  4. Yes Joe's Italian Restaurant is the best. There is also another one on Van Buren which was also opened by the original owner. I haven't been to the one in Moreno valley since they sold it, so I don't know if it is still the same or not. I believe the original owner, joe sportelli (spelling?) passed away, and the food has changed a little, but is still very good!
