It all really depends what you mean by cheap and where you would like to be during the winter (A cold place or a hot place).

I live in florida and the best thing to do, if you like to keep warm, is take a vacation in Sarasota or Siesta Key, FL. They will give you very cheap rates during the winter and you'll still keep a little warmer than most of the US.

I you want hot then in winter I would say Tunisia has good deals. Only go half or full board. Sandy beaches with water as warm as the bath and entertainment at the hotel nightly. Service at most of these hotels would put many a country to shame Florida included. I stayed at hotel Rosa Beach with it's own private beach at the hotel.

If you would like sun - it is quite difficult to get cheaply in Winter.  Yes Tunisa is cheap in winter but that is because it is not that hot - around 16 degrees only!  I would invest that little bit extra and get garunteed sun in Egypt.  You can get a cheap deal at some tour operators e.g. www.firstchoice.co.uk.  I would predict prices start from £300 per person.  Alterativly - Costa Del Sol will be warm and the cheapest place to go.

If you do not mind the sun - then i would go for a city break e.g. Venice or Rhome - great night life and culture.
