In birmingham you have the rag market next to the bull ring market. There is a couple of dozen fabric stores, stock always changes, although if you are looking to pay more than a couple of quid a meter you can struggle to find the quality. Over the road from the rag market you have the "fancy silk store", 4 floors of every fabric you will ever need, plan to spen at least an hour in there. the Fancy Sillk store is also the only place I have found in birmingham that sells the full range of patterns from butterick, mccall et al. Everything is here, from the very cheap to the very expensive. Every fashion student in the area comes here to source stuff, it is just awesome.

I usually nip up to the Foleshill Road in Coventry.  Tahims is like an aladins cave for dress makers.  If that is too far away it is definately worth trying the Asian area of your local town.

I bought my bridesmaids dress material for £1 a meter instead of £15, it's so cheap.

Personally I avoid the rag market for fabric now.  It has really suffered over the last 10 years.  There is a few places dotted around though worth a visit.
