Probably the dealer. Docking hardware and sissy bar pad sold separately.

I found mine on ebay. Still had to buy the docking hardware from the dealer.

You should be able to find an after market sissy bar for your bike at allmotorcyclesite.com.   They have them for just about any bike from what I could tell

Go to the dealer and see what they have.  Then get on the Internet and google 'Harley accessories'.  There have to be dozens of outfits in the US that sell aftermarket stuff for Harleys, it's a huge market.  And they all will be cheaper than the dealer, and maybe even have a better selection.
