I don't know about about buying but I collect coins and I'm always after great deals so I go to Craigslist.com because a bunch of people need money for bills/mortgage so they sell all of their stuff there. I've seen hundreds of ads for plates on CL. Give it a try, you don't need an account but you do need an e-mail address. E-bay is pretty good but I think Craigslist is better for some things because it's local. So, yeah, give it a try and see how it works out.
