Okay...Out of the three places you've named...I would say Target. Here are the best brands that you can get from target in shadows, etc.  I will also list other stores and the best brands that have highly pigmented shadows and such.  Here are the lists:

i would go with target or ross i love target and they just got in this new makeup line its called boot no. 7 i think theyre kinda expensive but its so worth it all their products are great thats all i use and its like as good as sephora!!
