It seems to me you're sick and obsessed with this subject. Can't you find a girl? If so, what makes you think Latin American women are gonna like you?.

If by "flocking" you mean they approach you because they want to sell you stuff (i.e. want your money), then go to the center of any latin american city where they have vendors selling their wares - I guarantee you will get mobbed by the women (they won't leave you alone until you buy something from them).

Definitely Cali or Medellin Colombia.

It is really mesmerising to see just how foreigners are 'the hot shots' for the ladies here.

Since Colombia does not have as many tourists as countries like Brazil and Venezuela, foreigners have a much higher appeal - and you won't have to compete with other hungry foreigners!

Also, the fact that Cali and Medellin are cheaper than other huge cities in other countries, allows you your stay to be much more comfortable, and you get top value for your dollar!

It has happened to me so I am speaking from experience -  first hand experience!

If you are looking for a good woman, very sincere go to the interior areas of the central american countries. Go where the tourists don't go. If you go to the areas where the tourists hang out at, like beaches you are going to find women looking at you like a dollar bill, make that a 100 dollar bill. ...lol....
