  1. mission beach has good waves and alot of surf schools .


  2. La Jolla Shores!

  3. LaJolla Shores might be the best place.  Stay closer to the main beach then by Scripps Pier.  There are plenty of beginners there that don't understand etiquette but are a little less aggressive then at the Pier or other places in SD.  I haven't seen too many problems at Cardiff, but there are a few great surfers as well as aggro's there as well.
