Where is the best place to learn to Para Sail.. Ocean or Lake? In California a good place to do it?

If you're in CA, then learn there.... but the water is typically a bit cooler than say.... Florida?  Or the Virgin Islands.  

There are parasailing places at several harbors along the southern CA coast, not sure on northern.  Water temp has been dropping though... last Sat., off Newport Beach, it was in the lower 60s.
