if you're in europe, i'd study somewhere in france or england.

Learn a second and/or third language. It will be a great asset. Your greatest, however, will be a great working portfolio. Keep everything very organized and have it ready for any interview. If you can, find a mentor who is experienced in getting investots, vendors, etc. Someone who knows the ins and outs of the business will be invaluable in launching your products. If you don't want to start your own line and only want to have an accessory position in a company, just keep doing great work and applying for great positions. Surround yourself with dedicated and talented individuals at all times.

Definitely New York. Attending FIT or Parsons in NYC is a great way to start. You'll learn what you need to work in the fashion industry, make the right connections, and will have a better chance of working in the industry after you graduate.

FIT is a little difficult to get into though (I got rejected - twice), and Parsons is ridiculously expensive, but if you're serious about a career in fashion, then go for it. I used to want to work in fashion, but I'm kinda over it now. If it's your dream though, definitely pursue it. I wish you the best of luck! =)
