shoe carnival had a bunch on sale when i went, target is kind of a hit and miss store but you might find something there, and also ross dress for less, or t.j.maxx hope it helped :)

I got a pair of black Americal Eagle flats at Payless for $20. But Charlotte Russe in the mall also has a lot of really good shoes that are cheap!
