Camps Bay for the summer, but it costs a lot.  Also a good bet are the self-catering apartments in Century City (further from the beach, but still relatively central and safe).  Try www.centurycityapartments.co.za

City vibe and night life -- city bowl/Long st

Beach vibe -- Camps bay if you can afford it

laid back natural vibe -- simonstown

Camps Bay is really nice, but it is a bit expensive, if you are backpacking try the hostels in Seapoint.
