Where is the best place to stay in downtown Chicago in the Magnificent Mile area for space and value of cost .

looking for input where to book for five adults in a clean spacious value-conscious hotel in October 2008

Congress Hotel. It's right on Michigan Avenue. It's not going to be all extravagent luxury like the W but its nice and clean and during the week you can usually get a room for around $75

You might want to try a Courtyard by Marriot or a Residence Inn.  They have a few in the area and that might be your best bet.  Right on Mich Ave will cost bucks.  The Courtyard is a block or two off Mich Ave
