  1. John Carrol University

  2. If it were me, I'd go only to schools in countries where I speak the language fluently. Grad school is difficult enough where I can understand the lectures. A summer session study-abroad program might be okay for you, though, and would give you the benefits of travel without being ultra-stressed. Another consideration is whether you have relatives where you would be studying, especially relatives who have attended the local schools. Also, if you're going to be teaching in the US or Canada, much of what you learn in England or Europe might not be useful in your career.

  4. The best Universities in the wrold are Oxford, Cambridge and Harvard.

  5. If you want to teach in the US, study in the US...or vice versa.

For the US, a teaching degree is basically an instrument to higher education.  In other words decide which masters in education you want first, then go to the school that gets most of their graduates admitted to the school you want to do your masters work.

I endorse UC Berkeley.  They have a top flight undergrad system and their admission rate to graduate programs is substantially higher than the norm.  They are also a public school so the cost will be greatly reduced.  But you have to balance that against out of state costs of if are not a resident  of the State of CA....

    Good luck
