For someone that has never been to Europe, I recommend Prague or the seaside in Croatia.  They are very tourist friendly and a little less expensive than the more famous locales, but Prague gives you a "old world" vibe and the architecture is incredible, and Croatia has a beautiful, resort like atmosphere and they are very welcoming to tourists and have many employees that speak other languages, so it is easy to get around.

Actually all the European countries, as each country is so different. Due to the euro currency most EU countries are quite expensive, but one recommendable, new, interesting and cheap tourist country is Bulgaria. There are fabulous beaches too (I´m not Bulgarian, but liked the country very much when visiting it).

Since you've never been overseas before, and are only going for a few days, go to either London, Paris, or Rome.  Those three cities have by far the most to offer of any single destinations in Europe in terms of history, art, and culture, and any one of them would be an outstanding first overseas experience.

The best way to save money is to find an inexpensive hotel - how much time are you going to spend in your hotel room anyway?  You also don't need to rent a car - London and Paris have extensive subway and train systems that go almost everywhere of interest.  Rome's is not as extensive, but it still goes to most places of interest and the others are a reasonable walk away.
