Usually the cheapest fares are from one large center to another large center, so depending on where you are in the US, check Buffalo and New York.  They will probably give you the cheapest options.  Flights to Toronto may be cheaper than flights to Montreal, but not necessarily.  You can sometimes get quite reasonable flights from Tampa, Miami, and Orlando to Toronto, so if you are in the Florida area, check those out.  Make sure you check the airlines' own websites, as sometimes that is where you can find the best deals.  Best of luck.
