Where is the cheapest place to fly into Europe?

I would like to know the cheapest city to fly into in Europe from Washington D.C. or Norfolk. I am going backpacking with friends so it doesnt really matter which city we fly into, and also when is the best time to book, because I have noticed that if you book more than say six months in advance, the price is higher than if you booked three months in advance. Whats the magic number for that? Thanks
