Lots of agency want more customers to offer special services, so you should check around to make sure the cheapest price, I am sure you will get one.  Enjoy your trip.

Its hard to say since in those area (Santa Ana) you can always haggle them for a cheaper ticket. I would just suggest you drive around and check out every places you can find. You are bound to find a good place since I know for sure that there are tons of agency who is dying to get some customer that they would give out good deals. I don't know about the CHEAPEST, but you should try AV Travel. http://www.avtravelonline.com/ I used this agency thingy when I went to VIetnam last summer. It's really good. We only stayed in 4 star or 5 stared hotels. And we ate at fancy resteraunts. Also we toured A LOT of stuff. And you're with a touf group so you get to know other people(Most of then are going to be Vietnamese. Also the agency thingy's in California.).
