  1. Vostok, Antarctica holds the record.

  2. in a lab producing liquid atomic hydrogen

  3. Antarctica, the most isolated continent in the world, is a continent of contradictions. It is supremely beautiful and pristine but brutally inhospitable. It is the windiest, coldest place on earth, yet it is singularly delicate and sensitive.

Assuming that we are allowed to include the Earth's atmosphere in answering this question, I believe the coldest place on Earth is the exosphere, which is the portion of the Earth's atmosphere closest to the vacuum of space. As a result of this proximity, and relative sparsity of molecules of atmospheric gasses, the temperature should be close to 0 degrees Kelvin (- 273.15 Celsius).
