  2. If you mean the coldest temperature created in a lab, I believe a temperature of just a few billionths of a degree above absolute zero have been created very briefly.  

    If you mean the coldest air temperature measured on Earth, that was officially -129 degrees F at the Vostok station in Antarctica, on July 21, 1983.  There is an unconfirmed measurement of -132F there in 1997, but it has not been accepted yet.
