If by "highest," you mean "tallest," I would pick either the Tapei 101 Tower or the Sears Tower in Chicago. There are numerous taller buildings planned or under construction, like the one in Dubai, but I would consider the answer to the question be one of the completed structures. People who like to rank buildings by height always argue about what ought to be included. If you include spires, antennae, etc., of completed buildings, Tapei's wins.
