  1. Like all Peugeots from the 1980's... you push the stalk for the lights ON / OFF inwards.  This is true for the 309, 104, 204, 305, 205.....

    If you mean the horn trumpet itself, then look down under the radiator, in the vicinity of the lower corner.  Lower than the headlights.  It could be under the metal bumper of the car, facing forwards.

    On some model years, it may be right smack dab in the middle.

    Smack dab.... sorry, is that also a British expression?

    Later:  There are 4 reasons why your horn doesn't work.

    1.  The fuse is blown.  But this will also affect other things such as; heated rear window or cigarette lighter.

    2.  BAD switch inside the steering wheel stalk.  This is the most likely reason.

    3.  Bad horn 'relay'.  maybe your 309 doesn't even have a horn relay.  Neither does the older 205.  This means you can touch the horn directly with 12 volts to test it.

    4.  The horn is just very old and worn out.  Your 309 is an old model (unless it was made in INDIA)
