Is offered to anyone who can show me the following:

    1. What statute makes me liable to pay an income tax.

    2. How I can file an tax return without waiving my Fifth Amendment protected Rights.

My name is Bill Conklin and I have researched the Internal Revenue Code for twelve years. It is my opinion after extensive research that there is no statute that makes anyone liable for the income tax and that all individuals who file tax return waive their Fifth Amendment protected Rights. The I.R.S. refers to the income tax system as a “voluntary tax system” so they can continue to use the information proffered on 1040 Returns against individuals in criminal cases.

What does the I.R.S. say about me? Mr. Conklin “knows the I.R.S. and I.R.S. procedures inside and out.” (Quote of Russ Vialpando, Special Agent, Denver District Office.)

  2. Title 26 of the US Code.  Google it for hundreds of hits.

  3. Title 26 - Internal Revenue Code.

People who say that there is no law are call "tax protesters".  Tax protesters have been around as long as the income tax but they have never won a case in court and gotten out of paying their taxes.

  4. The tax system in the U.S. is voluntary.  Way back during the Boston Tea Party this country said, "We aren't going to be forced to pay taxes by Great Britain."  Like I said, the tax system is voluntary, meaning, we voluntarily pay taxes.  Of course this isn't true, it's just the message we send other countries.  We say it's voluntary, yet we punish people who don't file.  There are ways to earn money and not have to file a return, but the line is just very fine.

  6. Not having to pay taxes is a myth perpetuated by libertarians who have no clue what they are talking about.  US Code 26 provides for the assessment, collection process, filing process, and even penalties for not filing and paying.  You go ahead and not pay, get caught, and watch how much of your junk gets seized and/or how many years you get in prison.

  7. Yes, there is.

    EDIT:

“Appellants’ claim that payment of federal income tax is voluntary clearly lacks substance.” United States v. Gerads, 999 F.2d 1255 (8th Cir. 1993), cert. den. 510 U.S. 1193 (1994).

“The payment of income taxes is not optional ... and the average citizen knows that payment of income taxes is legally required.” Schiff v. United States, 919 F.2d 830, 834 (2nd Cir. 1990).

“As the cited cases, as well as many others, have made abundantly clear, the following arguments alluded to by the Lonsdales are completely lacking in legal merit and patently frivolous: ... (6) the income tax is voluntary... “ Lonsdale v. United States, 919 F.2d 1440, 1448 (10th Cir. 1990).

“Any assertion that the payment of income taxes is voluntary is without merit. It is without question that the payment of income taxes is not voluntary. [citations omitted] The assertion that the filing of an income tax return is voluntary is, likewise, frivolous.”  United States v. Hartman, 915 F.Supp. 1227 (M.D.Fla. 1996).
