That's a good question, it depends on the individual.

From my knowledge and understanding, its in your head.

Its covered by a gelatin substance known as meninges, which in turn is covered by a Hard Skull while in turn is covered by fat, muscle and skin!

And to top it off - "hair"

So if you see someone with hair, you can be 100% sure that, underneath that lock of hair lies his brain.
