Personally, I think it's OK to go to Rosarito by Mexi-Coach, but that trip from the border to downtown Tijuana is a waste. It's not that long of a walk and if you are shopping anyway there's not point in getting on a bus.

It's Mexicoach...you pick it up by the trolley station or by the border parking station in San Ysidro, and it takes you to Avenida Revolucion between 6th and 7th St.
