Venice is the most heavily visited by tourists, but there are a lot of good Carnevales in Italy. One of the best is in Cento; they have an exchange with Brazil every year. There are huge floats parading through the narrow streets. http://www.carnevalecento.com/.

Viareggio has the second largest celebration in Italy.  It is famous for the huge parade with floats that the locals work on year round.  Each night of Carnivale a different area of the city hosts a big street party.
